90 degree 3-way also called a santee?

Question:
My washer hoses were disconnected and I’m trying to figure out how to reconnect them. One hose has one of these 3 way devices on it. Shouldn’t there be a cap on the one of the 3 that’s not being used to keep water from flowing out?
